Keep reagent dispenser inventory ordered (#24304)
* Keep reagent dispenser inventory ordered

This way, reagents wont be "moving around" in the UI when juggling
jugs.

The reagent dispensers will also show what reagents their storage
slots contain if jugs are not labelled.
