Wizard Summon Guns/Magic (#32692)
* mostly done but there's a bug with spawning

* RandomGlobalSpawnSpellEvent now actually works

* Summon Guns/Magic is working

* Added sound, cap gun, and auto pick up

* Added all requested changes/fixes from reviews

* Halving cooldowns
