Printable Flare Shells, Metal Foam Grenades in vendors, admeme HoS secret orders (#3634)

* Added BoxShotgunFlare to sec techfab base tech, added metal foam grenades to engi-vend and changed price, added admeme HoS secret orders, added multiple cartridges to be bought, made command crates acidify contents

* added comments to places that needed them

* removed duplicate CartridgeGlimmerMonitor in cargo_cartridge.yml

* fixed a typo

* Changed the comment and moved the emergency sec orders

* Removed the ability to buy cartridges :criii:

* changed type to MappingCategories and categories to [Debug]

* Fixed a silly mistake

* removed acidify for command crates, foam grenades now is 3

* altered price of the restock
