[Feat] Security dogs now have vulpkanin vocal emotes (#1176)

* feat: Laika and other secdogs now have vulpkanin vocal emotes

* tweak: better organization of secdogs inventory ui

* feat: id card slot for secdogs

* Revert "feat: id card slot for secdogs"
