Add active and ended game rule components, generic TryRoundStartAttempt and minPlayers field (#20564)
* Improve active game rule querying, add generic try round start attempt method, move minPlayers to GameRuleComponent

* Nukeops todo and cleanup

* Remove Active field

* Add EndedGameRuleComponent
